In accordance with the requirements of Circular No 6  from Bureau R.F. & A.L. Head Quarters Asst Comr. State of Va. Richmond Va. June 29th 1866 I have the honor to submit the following Report showing the condition of the Freedmen in the above named counties at this date.
I have during the past month visited a large number of the plantations, in my sub-district for the purpose of personally examining into the condition of the Freedmen- With but few exceptions I found them employed on the plantations in various capacities- a large majority being employed
