[CIRCULAR LETTER.]

A complete and perfect record will be kept of all vouchers received and disbursements made on account of Bounty, &e., due colored soldiers and sailors.

If the officer receiving this book be relieved, he will transfer the same, together with all papers and records pertaining thereto, to his successor; or if no successor be appointed in his place, he will forward them to the Chief Disbursing Officer Bureau R., F., and A.L., at Washington, D.C.
