Sir; 
In compliance with existing instructions, I have the honor to submit the following report with reference to the present condition of Bureau affairs in this County.

The freed people are, as a general rule, employed; — those who receive wages, at a moderate compensation; and those working land on shares have fair contracts and promise of securing a comfortable livelihood. Many of the latter class are at present in straitened circumstances; but are struggling along with the prospect of obtaining the necessaries of life until the harvesting of their crops.

About seventy are supplied with Govt rations, aged, infirm and destitute men and women who have no one to look to for support, and children whose parents are not able to provide for them.

The state of feeling existing between the white and freed people is upon the whole that of apparent confidence and good-will. The cases of Violence are exceptional. Only one has come to my knowledge during the present month and that was adjusted by the parties in a manner that met my approval.
