I have the honor to transmit the following Report in compliance with Circular No 6. Bureau R.F.& AL. Head Quarters Asst Comr Va Richmond Va January 29th, 1866. of the Condition of Bureau Affairs, the State of feeling existing between the Whites and the Freedmen, and other facts connected with the welfare of the Freedmen in the Sub-Dist of Orange County Va

The Condition of Bureau Affairs in this Sub District is good. The Freedmen as a general thing are all employed at fair wages, and seem to be well satisfied, and seem to appreciate the force of their Contracts. Where the Freedmen are paid regular, they work with energy and give satisfaction, but where they are not paid regular, they do not seem so well satisfied, although assured that they will receive their pay when the Crops are sold.

The State of Feeling existing between the Whites and the Freedmen is good, no doubt
