is a rebuke to a class of young white men of this town who lay around barrooms and talk about the freedmen not working. The feeling existing between the whites & freedmen of Culpeper is very fair but there will be large numbers who will try to avoid paying the freedmen at the expiration of the year. In Rappahannock county there seems to be a worse feeling against the freedmen which I cannot account for but that the people are more primative in their education & habits The Administration of Lt Roth while in charge of that county gave good satisfactions to all and the compliments he received from the counsel on both sides of the "Eastham" case proved his administration to have been all that the Bureau could desire as regard both whites & Blacks

There will be several schools established in both counties this fall. In visiting different portions of the counties I find a better feeling existing in regard to schools. The citizens begin to see already that educated is better than uneducated labor.
