I have the honor to make the following report in compliance with circular No 6 of date January 29th 1866 (H.Q. Asst Com'r State of Virginia)

The feeling existing between the Whites and the Blacks is growing worse. The late Rebels are growing bolder and they set the laws of the United States at defiance. I often hear it said that they upon the re-organization of the State Militia they will show the dam yankees a trick, that they are only holding off to take a better hold, and fight in the Union. They circulate very industriously false reports among the negroes
