Sir:
I have the honor to forward herewith report for the month of July 1866. I made inspections through different parts of Bedford County during this month. And find a large number of the Whites complaining of the Free labor system. But others confess that they are getting more work done this summer with less hands than they ever did before, The conduct of the freed-people depends on the treatment the [[they]] receive from their employer. I am satisfied that most of the coloured persons show a willingness to comply with their contracts, and in many cases whare [[where]] they are violated, it is forced upon them, and in those cases they are drove away by force, and generally threatened by shoting [[shooting]] them if found on the place. all without making settlement or compensating the for-
