I have the honor to report that the State of feeling existing between the White People Freedmen of Patrick and Henry Counties during the month of July is not as good as it was when all complaints of the Freedmen were adjudicated by the Asst Supt. A large number of the more intelligent of the Freedmen have stated to me that they fear that they will not obtain justice in the settlement of this grave work. The Freedmen seem to have no confidence in the matter of obtaining justice of the civil Courts.
