General, I have the honor to report in compliance with Circular No. 6 Head Qurs Asst. Com. State of Va. dated Richmond Va. Jany 29th 1866 that the state of feeling existing between the Whites and Freedmen in this county is not as favorable now in many respects as during the months preceding

The difficulty mainly seems to be on the part of the Whites and in their attempts now that their crops are mostly post-cultivating (and thereby thier dependance in a great measure removed) in disregarding the contracts they have made with the Freedmen, and driving them with part or no pay from thier Plantations and the Freedmen in this respect and under the present state of affairs have but very imperfect protection, for if they seek for redress and Justice from the Civil Courts they often
