In compliance with Circular 6 C S. Bureau at Richmond I have the honor to report the presence of a small force now in my Sub-District has already exercised a salutory effect on the former disorderly condition of affairs. After it became known that I intended applying for troops, the unworthy Mayor of this village continued the farce in connection with the arrest of the ruffains engaged in the maltreatment of negroes as reported by me on the 30th ult; he without difficulty had two of the men brought before him had a mock trial and discharged the men on the ruling of self-defence The ringleader was not tried   I have had out several night expeditions with a view to his arrest He is either concealed or has left my Sub District
