In compliance with Cir No. 6. C.S. I have the honor to report as follows. The able bodied Freedmen and women are generally employed, and procure a scanty subsistence. The aged, infirm and women are generally almost wholly dependent upon others for support. - While the civil authorities do not refuse to support the poor whom they consider as belonging to their counties respectively, they will not consent to be at any expense for those who have come into the counties since the Proclamation of Freedom or have been born in the County of Parents who were not residents of the County prior to the war. In consequence of this a large number of aged, infirm and children will require assistance
