General:
Pursuant to Circular No 6, C.S. from your Hd. Qrs., I have the honor to report that the feeling existing between the Whites and Freedmen in my Sub District, has not during the past month exhibited itself in as many overt acts of hostility on the part of the farmer towards the latter, as in the month of June. That the Freedmen, however, can secure anything like equal justice with the Whites, before the Law, is entirely out of the question. This will be best illustrated by the specimen case represented in the accompanying papers, marked respectively A. & B., to which I respectfully beg to call attention. The result is as ultra as could be expected.
In my last month's Report I took occasion
