General,
In compliance with Circular No. 6, C. S. B. R. F. & A. L, Hd. Qtr. Asst. Com. State of Va., I have the honor to report that in consequence of the recent date of my assignment to duty as Asst. Supt. of the County - viz: the 3rd of July, and being delayed assuming control until the 17th inst, through having to enter on the discharge of the duties of 1st Lt. J. P. Wodell, in charge of Campbell, Appomattox and  Amherst Counties - of the latter of which I had just been relieved - in his absence on leave, I have not had opportunity sufficient to form an adequate idea of the real state of feeling existing between the Whites and Freedmen in my sub District. From my observation thus far, however, I should judge it to compare, generally, not unfavorably with that existing in some other sections.
