General,

I have the honor to report, that since my last monthly report on the affairs in my County, there is no change.

Everything appears to be progressing smoothly, the Freedmen as a general thing are industrious, and from all appearances their labors are being crowned with a plentiful harvest.

From all reports, I was led to believe that the contemplated Rail Road from here to Richmond would give employment to a great number of the Freedmen as soon as the work should commence.  This work had began, but on so small a scale, that there is until yet no encouragement for laborers., the pay offered being so small (ten and twelve Dollars per month and rations) not enough to support a man with a family ever so small.  That I dont encourage the Freedmen to work on it, informing all who come to
