General

In compliance with Circular No 6. C.S. from H'd Qur's Asst Com'r State of Virginia. I have the honor to report that during the past month there has been but few cases of difficulty between the Whites & Freedmen of this Sub District. The feelings of the races toward each other is not friendly but its expression is generally confined to words, but few overacts are committed. The Whites complain of the freedmen. that they will not work. that they will Steal everything they can put their hands on & that they are a nuisance generally. The Freedman complains that his employer will not pay him, that he works better than he is paid &c. he also complains that the whites will not rent their lands to him. I find that the belief is widely Spread that the whites must rent lands to them & that it is my duty to make them do So, under these circumstances
