Bowling Green Caroline Co Va Augt 31st 1866 Major James Johnson VRC Supt 6th District Va Major In compliance with Circular No 6 C.S. Hd Qrs Asst Comr State of Va Richmond Va Jan 29th 1866. I have the honor to report, That the state of feeling existing between the Whites and Freedmen is gradually improving, Only one class of Whites seem to entertain bitter feelings towards the Freedmen — Generally young men too poor to dress as they used to or imbibe their usual quantity of whiskey, and too lazy or too proud to work, Miserable poor animals whose opinions are worthless as themselves. I am glad to say they very small, as a Class, and growing smaller. Bureau affairs go on very evenly — advice to Freedmen as to the fullfillment of their contracts, which is generally followed, seems to be most important present; I am Major Very Respectfully Your Obdt servt John O'Dwyer Capt VRC Asst Supt B R F and A L Caroline Co Va
