They are willing to do so as soon as they can get sufficient funds collected The provisions of Cir No 23 are being carried out and a report will be forwarded at an early date.

The marriages of Freedmen were registered on forms as furnished by the county clerk and I am now reregistering them as per forms furnished by the bureau
