In accordance with the provisions of Cir. 6. Bureau R F & A Lands dated Head  Quarters Asst Com'r State Va. Richmond June 29th 1866, I have the honor to report as follows:

Upon assuming the duties of Asst. Supt. of this Sub-District on the 8th inst. I found a large number of Freedmen drawing rations from the Government who were in no wise entitled to them from the fact, that they were in many cases, able to support themselves on legacies left them by deceased relatives.  In some few instances Freedmen would send their children to this office with certificates from citizens to the effect that their Father or Mother, as the case might be, were indigent, and praying that Government charity be extended to them.

"in no wise" , I think, is a misspelling/ misunderstanding of "in no way" - agree, left it as written.
