during the month consequent upon the absence of all local demand for labor, while the majority of those to whom transportation elsewhere has been offered, have remained here, delaying their departure for the purpose of seeing their small crops, in the apparently vain hope of realizing sufficient, to assist them in becoming fairly settled after arrival in their original counties.

The "Trustees of the Poor" have been duly furnished with copy of Circ No. 10. C.S. War Dept. Bureau R.F.A.L. and express their willingness to provide for destitute freed people who were residents of this county previous to the war, but none other.
