Sir,
I have the honor to report that the good feeling heretofore reported as existing between the Whites and freed people still continues. 
About one fourth only of the whole number of colored taxables have paid the taxes. The sheriff informed me that he is required by law to levy on the crops of all delinquent taxables on and after Oct. 15th, for the payment of paid taxes, which in this case consists of the levy of 1865 ($2.60) and of 1866 ($3.53).
Most of the freedpeople would willingly pay were they able, but some will not pay unless forced to do so. The seizure of crops will cause much suffering and distress, and may lead to even more serious consequences; for the little crops they planted, and which owing to unfavorable seasons have turned out very badly
