Office Asst Supt - Sub Dist of Essex - King and Queen and Middlesex Counties
Tappahannock, Va. Sept 29, 1866

Wentworth Watson R.
Lieut and Asst Supt.
Reports in compliance with Cir No 6, of date January 29" 1866. Many Freedmen, working crops on shares, will not have enough to keep them through this Winter. The feeling existing between Whites and Freedmen is still very unfriendly. Has been no provision made by either county in his Sub Dist. for the care or support of pauper Freedmen and no signs of any ever being made.

Rec'd O.S.6" Dist. Va R.F. & A.L. Oct 4" 1866.

Bureau R. F. and A.L.
Office Supt 6th District Va.
Fredericksburg, Va. October 4, 1866
Respectfully forwarded.
