no rations have been issued in either of my counties - until satisfactory evidence was produced that the applicant was worthy, and belonged to one of the four classes named. - I am convinced a vast amount of suffering will occur among these old people this winter. - To be sure in each of the Counties, levies have been laid for the support of the poor, but some time must necessarily elapse before the collection of these levies, can be enforced and before the Overseers of the Poor, will be in a position, to afford any relief again. Although the Boards profess to make no discrimination, on account of color, it is hardly necessary for me to remark that the white paupers will be looked after first. - If, as I have been informed, the appropriations will be consumed by the white pauper population, what is to become of the colored?

I do not wish, to be understood, as conveying the idea, that the Boards of Overseers of the Poor, in the Counties comprising my sub-district, repudiate the claims of the colored paupers for aid &c. - but to simply state, that the levies, all being limited, and the population of white paupers, having increased since the levies were made. - it is not only reasonable to presume, but the fact has been stated to me, by members of the Board in each county, that the appropriations made, would, not supply
