children in either county, though their parents are exceedingly anxious the children should be instructed. I would recommend that three schools be established in Surry and one in Sussex. The location of the former have previously mentioned in a communication in reference to educational matters in Surry; the latter I would have situated at or near Sussex Court House.

Soon after my return to those counties I propose to establish two Sunday Schools in each one, as an entering wedge for the introduction of the daily schools.

Though the public sentiment in the counties was formerly bitterly opposed to schooling the Blacks, it is gradually changing in a favorable direction, and I expect to have the moral support of a number of Citizens, though I expect, on the other hand, some opposition from the ignorant and the obstinate.

With the exception of ague and remittant fevers, which are endemic in this region, the health of the Freedpeople in these counties has been good. I have not heard of a single case of cholera in either one.

Very respectfully
Your obt. Servt.
