Colonel:
Upon the condition of Bureau affairs and state of feeling existing between citizens and freedmen of this county, in compliance with Circular No. 6, Head Quarters, Assistant Commissioner, Virginia, I have the honor to report:  

That nothing worthy of note has transpired since my last report, to which I respectfully invite attention. The number of complaints during the month has very considerably diminished. No serious complaint of any kind has been reported.
