I have the honor respectfully to report per instructions of provisions of Circular No 6 "C S Hd Qrs Asst Comr Richmond Va Jan'y 29th 1866, that the condition of Bureau Affairs in this Sub Dist. is as prosperous as can be hoped for at this time, 

The Freedmen are self-supporting, independent of the Bureau, and the greater portion of them, are applying themselves quite industriously to their work and are  endeavoring to form habits, which in the future their happiness and prosperity greatly depend; with some few idleness is natural, and the example they set has a very bad effect. They disgrace those who try to do well, and cause all trouble, which generally arises. I have endeavored to counteract their pernicious influence by having punished in all Cases were facts substantiate their guilt.

The state of feeling between the Whites and Freedmen, is much better and a gradual increase of confidence is very noticeable,
