General,

I have the honor to report the Bureau affairs in this Sub Dist which consists of the Counties of Fredrick and Clark in a very flourishing Condition, nothing occurring of any note detrimental to the interest of the Freedmen, and the disposition of the public in general is becomeing more favorable towards them.

The Freedmen as a class are industrious and are generally at work at fare prices and get their pay without much trouble.

The disposition manifested by the Courts in this district in regard to Colored testimony is very good but might still be much better it is better in some localities than in others and think in a short time all opposition to it will be eradicated.

There are at present (2) two schools for Freedmen
