Counties, the most that the Freedmen stand in immediate need of now in the way of help is in Winter Clothing.  There will be a very large demand for this kind of assistance as they are very poorly off for Clothing and are unable to furnish a sufficient supply to provide for themselves and families on account of the present high prices of provisions rent Fuel &c.

I have issued Rations to some few destitute Refugees during the past month on account of the sickness of the Heads of their respective families and have been very cautious in doing so and have not, only in cases required to prevent actual suffering.

Hoping that the above contains all the information required in a Monthly statement.  I have the honor to submit the same.
