General,
I have the honor to report that the state of feeling between the Whites & Blacks of the Counties of Northumberland and Lancaster Va. during the month of October 1866, has been as a general rule a very friendly one.  No outrages upon either side have come to my knowledge during the month.  The Freedmen are busily at work saving this years crops and preparing for the wheat crop of next year.  A large proportion of them will remain upon the places that they have cultivated this year during 1867, a proof that their labor has been satisfactory to the owners of the lands.
