General: 
I have the honor in compliance with Circular No 6 Hd Qurs Ass't Com. State of Va of date January 29th 1866 to make the following report for October 1866. 
The existing feeling remains unchanged as per last reports, though there has been less collisioins between the whites and the colored.
I think it would be better to instruct Freedmen not to rent lands unless they have stock and utensils enough of their own, to make proper cultivation of lands so rented
The present appearances are that the land owners are very well clubed together and have determined to let no land out unless they receive an enormous price for it. 
The negro who has worked for waiges this year has done the best, therefore I have commenced to advise Freedmen to enter into contract for waiges only unless the whites come down on their
