in this District, and although Dr Young the Actg Asst Surgeon performs his duties worthily in every respect, yet the number of applicants for Medical treatment are more than he possible can attend to, and I would earnestly recommend that another Physician be appointed, to assist him in meeting the absolute requirements of the Freedmen.

I had occasion in my last report to bring before your notice, the necessity of making some provision for the issue of fuel during the coming winter, to the indigent, and destitute Freedmen, who by reason of sickness &c are unable to purchase that essential article, should this not meet the consideration of the Bureau much suffering will ensue
