I have the honor to transmit the following Monthly Report in compliance with Circular No 6 Bureau R.F. & A L Head Quarters Asst Com'r V'a Richmond V'a January 29th 1866, of the Condition of Bureau Affairs, The state of feeling existing between the Whites and the Freedmen, and other facts connected with the Welfare of the Freedmen in the Sub District of Nansemond and Isle of Wight Counties V'a for the Month of October 1866.

The Condition of Bureau Affairs in this Sub District is good.  The Freedmen are as a general thing all employed at fair wages, and appear to be well satisfied.  There are a great many who work by the day, preferring to work in that manner, to making Contracts for any length of time.

Where they think they are not treated fairly in their Contracts, they do not fail to remember those people, and will not work for them again.
