General
I have the honor to report in compliance with Cir. No. 6. That Every thing in connection with the Bureau has been getting along well during the past month.

The feeling existing between the White and Freedmen if judged from the facts, such as Complaints made at this office and before Magistrates is growing but little better if any at all.

The Freedmen are for the most part Self supporting.  Some few rations have been issued during this month to such cases as was thought needy and not, as yet provided for by the Overseer of the Poor, Some not knowing the mode of getting aid from them.  The rations issued were those for which Requisition was sent forward for on 1st September. but the rations did not arrive for issue in that month and so happened to be on hand for this.
