This property a large proportion of which is woodland is leased to six white men, who were formerly in the employ of the owners, at a rent of one hundred and ninty four dollars. The mill was run by the army of the Potomac on its advance up the Peninsula, but since then has not been used by government; it is very much out of repair and would require a large expenditure to place it in working condition -

The property is of little benefit to the Government, and I would respectfully recommend, that it be turned over and the leases transferred to the former owners, provided they pay to the United States, the rent in advance for the present year -

The owners have both resided in Gloucester Co. within the rebel lines during the rebellion.

Flagg &c. - The facts in this case are no doubt correctly stated by Mr. Jones - The Gov't has rented the farm to freedmen until 1st Jan'y 1866 - they paying therefor eighty two barrels corn - I respectfully disapprove he application for the government share of the crop, but if the farm is returned to Mr. Jones on the 1st Jan'y next, I would recommend that enough be loaned him to support his family until he can make a crop.
