Respectfully referred to Col. O. Brown Asst Comr. This is the tract of timber which I took possession of as the property of as the so-called Confederate Gov't and released it to the Treasury Dept on your order. It is very important if the Bureau is to have this property that we have it soon to commence getting out the wood and timber before the fall rains come. 
Your early attention is requested with instructions thereto.

Encloses complaint of Wm. Wilson City Point against Capt Hedges Asst Supt. also letters from Capt Hedges dated Aug 15 & Sept 4th 1865. Sets forth the unwarrantable proceedings of Capt Hedges and states that he has relieved him from duty.

States that upon his fathers farm there on about thirty five (35) colored persons. Only six or seven of whom are able bodied. States that his father is unable to keep them from suffering & want and applies for assistance.
