cause of complaint is not in the issuing officer who is governed by orders from Com'r Gen'l of Sub. and C.C.S. Eastern Dist of Va. but in the insufficiency of ration prescribed which is evidently of a nature not calculated to make comfortable the class of persons to whom destitute rations are issued. If the ration prescribed in circular No. 8. from War Dept of date June 21" 1865 were issued no fault could be found. From the statement of Mr Jackson it would seem that Capt Thompson in cases where the quality of the issues were poor has promptly "exchanged" upon the return of the damaged articles.

Some steps should be taken to improve the rations issued to sick destitutes for if the Gov't intends the issue as a charity to them, the quality should be such as not to lead the recipients to think themselves a receptacle for the refuse stores of the army.

I have looked over the within papers and hae examined orders from the Commissary Gen'l & C.C.S. Dept of Va. and find the orders are as stated in endorsement of Capt Thompson C.S., but that half rations are issued I do not find, and the best evidence offered, that of Mr Jackson, shows that whomever stores are found on opining to be bad the commissary has "promptly" exchanged them - which should have been the case with the particular issue complained of.

By proper representation of the Asst Supt before the stores were drawn, however, I think the commissary would readily make the issue of articles better adapted for "Old Ladies home". The objectionable article of the Salt Beef will probably be long be withdrawn - This is ot intended to be a report on this matter as it is not referred to me for report only information.
