Respectfully returned with the information that Mr Leonard's interest in this property is slight and that lien creditors claim nearly all of it. I think injustice will be done to Loyal men by witholding the property from Mr Leonard's possession.

Respectfully referred to Col. O.Brown A.C. of Va with attention called to endorsement of Lieut Keatley. My opinion is that the fact of claims against Mr Leonard does not carry with it any possesssary rights to these claimants for property till they have foreclosed mortgages or obtained judgement from civil courts. It seems to me that these creditors must take the same courses to get possession as though they themselves had abandoned it, or in other words, this property must be treated as though no debts were outstanding against him.

Respectfully forwarded. The applicant has complied with all the conditions of the late order of Maj Gen'l Howard.
His property has been libelled for confiscation. Does the taking of the amnesty oath under these circumstances entitle him to have it restored. The returns at this office show sixteen Tenements] in possession of the Bureau all of which are rented.
Mr Leonard asserts he does not come under any of the exceptions of the Presidents Proclamation and after due inquiry I believe his statement to be correct.
