Inquires if the Bureau has any provisions for clothes and shoes for its Refugees & Freedmen. States that many adult inmates of the Hospital have no pants or coats, and nine tenths of them have no shoes whatsoever, and as cold weather will soon be upon us, requests that the subject receive early attention.

The number of Freedmen coming under our care during the winter will doubtless increase, but with due vigilance the number of rations to be issued can be reduced to at most 300,000 perhaps less. Would however submit that as estimate for ensuring winter.

Flagg A.Q.M. & Superintendent in this Bureau at Norfolk Va. I would respectfully ask that Capt Flagg be ordered to restore the mill to Mr. Larke.
