States that the commitee upon rights of the Freedmen appointed by friends Freedmens Relied Assn of Philadelphia & vicinity communicated to Gen'l Howard some months since then. Dr Jas E Rhodes. Letter was forwarded to Col Brown for proper care. Recites result of an interview had with Stafford. G. Cook by A.B. Cranston Supt of the assn at Yorktown. &c &c

Respectfully forwarded to Maj Gen'l O.O. Howard for instructions. The agent of the Bureau cannot obtain any better terms for the Freedmen than those offered to the society of Friends- I would respectfully enquire whether this property cannot be retained as a Military necessity: The Bureau paying a just rent for it: and collecting the amount from the freedmen. Perhaps Mr Cook might be

Should Captain How not be authorized to act. rations will be issued until the case can be presented to other authorities
