I beleive that their hatred for the Union is becoming daily more deep seated, the more so as they now acknowledge that there is no chance of the President's Policy being adopted; they have apparently decided, however, that "the honor of the South" is not as deeply involved in the acceptance of the Constitutional Amendment proposed by  Congress, as they have heretofore vehemently declared.

I have addressed the Freedmen on the subject of taxes; and the result has been good. The Sheriff informs me that a greater number than he anticipated has come forward and paid in full; while those who could not pay all, have made partial payments. 

I would respectfully call your attention to the proposal of Warren Cumber, a free man of color and a land holder in this county, in regard to a School for Freed children. (Special report forwarded).
