In obedience to Circular No 6 C.S. issued from Hd Qrs Asst. Comr Dept. of the Potomac Richmond Va. of date Jan. 29th 1866, I have the honor to report that there is no material change in any Bureau affairs pertaining to this Sub Dist. since my last report October 31t pertaining thereto; There are, however, news that the crops are being diverted from time to time, where freedmen are engaged for a part thereof, continually coising difficulties in which the Asst. Supt. has to interpose, as many of the employers seem disposed to take advantage of the ignorance of the freedmen. Others are fair with them in this matter.
