General,
I have the honor in compliance with Cir. No. 6 Hd Qtrs. Asst Com. State of Va. Jan 29th 1866, to make the following report of the condition of Bureau affairs in Warwick Co. Va.

I have during the past week been through this county, meeting as many of the Freedmen & Land owners as possible; & have endeavored to gain an insight into the feeling existing between the whites & Freedmen. The whites I met assured me, that, although they had ordered the Freedmen off their land, they were willing to keep all those who were industrious and honest; and assured me that they spoke for the Land owners of the County regarding this matter. Richard D Lee, reputed a hard man with the Freedmen, notified all those on his place last June, in writing, that they must leave the 1st of January; & yet told me that he was willing all should stay except three families;  & that he was going to bring two families on.
