Ayer, Ira
Bvt Col and Asst Supt

Reports the condition of affairs of the Freedmen in the Sub-dist of Hanover, for the month of November 1866. The feeling between the Whites and Freedpeople is friendly and the demand for labor is sufficient to earn a comfortable living for all who are willing to work. The issuing of Rations prevents much suffering. States there is a great scarcity of winter clothing in the county and earnestly recommends to the proper authority the propriety of issuing, as soon as possible a supply of Blankets, Undershirts, Drawers, Shoes & Stockings.
