In compliance with Circular N'o 6, Hd Qrs Asst Comr State Va Richmond Va Jan 29th 1866, I have the honor to report, That the State of feeling existing between the Whites and Freedmen is rather good The time for the consumation of contracts is drawing nigh and a good deal of trouble and bickering is to be expected at the division of crops &c.  Those whose contracts were approved by me in this sub-dists there wont be much trouble with, but with others, General, there will certainly be some difficulty, and the law will have to be called in to settle those matters.  The Freedman cant afford to go to law-  If our court cant be convened, could not the Legislature be called on to appoint some magistrates in conjunction with the Bureau agents to settle those disputes in a more summery manner than a suit at law?

I offer the suggestion General with all due defference, as I think something ought to be done
