I have the honor to transmit the following Monthly Report in Compliance with Cir No 6. Bureau R.F. & AL. Head Quarters Asst Comr Va Richmond Va January 29th 1866, of the Condition of Bureau Affairs, The State of feeling existing between the Whites and the Freedmen, and other facts connected with the welfare of the Freedmen in the Sub District of Nansemond and Isle of Wight Counties Va for the month of November 1866.

The Condition of Bureau Affairs in this Sub District is good. The Freedmen being generally employed at remunerative wages, though there are some who do not seem disposed to work, being naturally indolent, and stroll through the Counties, and obtain their living by imposing on their friends, or by stealing.
