In compliance with Circular No 6 C.S. I have the honor to report

That quiet has prevailed throughout this Sub Dist during the past month.  That the Freedmen have been industrious in most cases.  I hear fewer complaints against them than heretofore in this particular.  Some that have been both industrious and saving have now on hand supplies sufficient for the coming year.  The feeling between the whites and colored is believed to be growing somewhat better.

The poor without distinction of colored are admitted at the Poor Houses of the counties comprising this Sub-Dist.  Since applications are now being made for assistance in the way of clothing and such assistance if it could be given would be a great help and save others expense.  Labor can be exchanged for food more readily
