In compliance with Circular No. 6, current series, Hd. Qrs., Asst. Comr., Va., I have the honor to report, that the state of feeling between the white and colored people of my sub-district, during the present month, has been as good as at any previous time. Complaints are less numerous, and I think, too, that there is less occasion for complaints.
