against them that would leave the freedmen in debt to their employers although they have worked all the year thus taking advantage of their ignorance  These cases are either settled before me or taken before a magistrate who generally deals very fairly with the freedmen 

The Freedmen are now hiring out for the next year and experience has taught them who to work for, Some few who have not treated their hands well have great difficulty in hiring as their reputation is fully known by the freed people.
