In compliance with Circular No. 6. Hd Qrs Asst Com'r. C.S. 1866. I have the honor to submit the following Report of the Condition of Affairs in this Sub District for and during the month ending Nov 30th

In Lunenburg County the Freedmen are treated with great injustice, and sometimes with inhumanity, by the citizens. A large number have been drove off the plantations by their employers, without receiving any remuneration for their services and are now roaming around the County, suffering for want of shelter and food. While others after working an entire year for their employers, have been discharged with a mere pittance, not sufficient to support them one month. In parts of this Co. the citizens exhibit a bitter animosity and hostility towards the Freedmen entirely undeserved by the latter class. They cannot rent land, nor will they be allowed to purchase a site for a school house, in fact a reduced system of slavery exists in this county to a certain extent.
