General,
I have the honor to report the affairs of the Bureau, in the counties of Fredrick, and Clark, of the 9th Dist. Dept. of the Potomac, with the exceptions mentioned in my report, made in compliance with Par 6th of Circular Order No 4, of this date, in a very favorable condition, as there has been but very few complaints made to this office, of any trouble existing between the Freedmen, and White Citizens, either relative to their contracts, or otherwise.

In regard to labor, the demand exceeds the supply, most if not all the able bodied Freedmen, are now steadily employed at fare prices, ranging from eight to twelve dollars per month, and in some cases, even higher, and are, as far as I am able to learn, receiving their pay with considerable regularity.
