The Courts of Justice in this Sub. Dist. are, (with the exceptions referred to in my Monthly Report under Par 6th Circular Order No 10 of this date) manifesting a very favorable disposition, in regard to receiving the testamony, of Freedmen, in any, and all cases.  I hear of no cases, during the last month, where the testamony has been rejected on account of color.

The Schools in this Sub. Dist. of which there are (2) two are in excellent condition, well attended, and doing well.

In regard to the Issue of Rations to Freedmen.  I think that during the comeing Winter months, at least, Rations should be issued to a few of the aged and Crippled, now living in this vicinity, who are totally unable to support themselves, for the want of such labor as they are able to perform, and who are not fit subjects, on account of health, to be sent to the poor house, for support, which is all the provisions the Civil Authorities have made, for the Poor.  There is a very great need of Clothing for destitute Freedwomen and Children, felt in this Sub. Dist. as there is a large portion of this Class, who are totally unable to provide for themselves, and their large families, therefore if not assisted in this kind of help, will suffer a great deal during the coming winter months.
